As one of the fastest growing urban centres in the world, Bengaluru faces multiple stresses such as rising temperatures, water scarcity, and urban flooding. Recognizing the need to enhance resilience and improve liveability conditions, WRI India has been engaging with the city authorities in Bengaluru over the past decade for technical assistance in policy and data analysis, capacity building and evidence-based decision-making. The ongoing partnership has supported the launch of the city’s first Climate Action and Resilience Plan (BCAP), creation and functionality of the Climate Action Cell (CAC), ongoing development of ward-level climate action plans, among other initiatives.
This project is envisaged to move the needle from plans towards climate actions, with an aim to mainstream Ecosystem-based Adaptation (EbA) as a long-term strategy for building a climate-resilient Bengaluru by strengthening institutions and expanding access to sustainable finance mechanisms. Under the overall objective, the project comprises the following components:
- Capacity Building: Training the Bengaluru Climate Action Cell (CAC) and relevant agencies under the Greater Bengaluru Authority (GBA) to strengthen institutional understanding, and ensure the systematic integration of EbA into ongoing and future projects, proposals, action plans, etc.
- Developing a pipeline of EbA projects: Through stakeholder consultations, developing an EbA project prioritization framework to be used by city officials for selecting EbA interventions according to local context, cost-benefit analysis, and other factors.
- Conducting pre-feasibility assessment: Among the pipeline of projects, conducting pre-feasibility assessment for one project to explore its demonstration potential.
- Exploring funding opportunities: Raising awareness among potential funders and regional investors about EbA to enhance opportunities for collaboration and mobilize diverse funding streams (e.g., CSR, loans) for climate-resilient, EbA projects.
